CAMP OLIVAS, Pampanga — In a unified commitment to ensuring free, fair, and peaceful elections, the Police Regional Office 3 (PRO3) and the Commission on Elections (COMELEC) officially entered into a Solidarity Pact for the 2025 National and Local Elections and the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) Parliamentary Elections.
The signing ceremony, held on Wednesday (Feb. 5) at Camp Olivas, was led by PRO3 Regional Director Brig. Gen. Jean S. Fajardo and Comelec Region 3 Director Atty. Temie P. Lambino.
They were joined by key officials from various government agencies, the military, law enforcement, and civil society, including DepEd Region 3 Director Ronnie Mallari, DILG Region 3 Director Anthony Nuyda, and ComelecCommissioner Nelson Celis. Also present were DICT Region 3 Director Antonio Edward Padre, LTO Region 3 Director Ronnie Montejo, MGen. Joseph Norwin Pasamonte of the 7th Infantry Division, Col. Benjamin Daniel Tianco of NOLCOM, and Ens. Mark Anthony Malapitan of the Philippine Coast Guard. Religious leaders, representatives from non-governmental organizations, and other stakeholders likewise participated in the event, underscoring the broad coalition of support for secure and credible elections.
The Solidarity Pact reaffirms the collective commitment to uphold the rule of law, ensure electoral security, and combat misinformation that could undermine public confidence.
In her remarks, Fajardo emphasized PRO3’s dedication to a peaceful electoral process, stating: “The Philippine National Police stands firm in its duty to protect the sanctity of the ballot. Our role is not only to secure polling places but also to ensure that every Filipino can exercise their right to vote freely and without fear. This pact symbolizes our shared responsibility in safeguarding democracy and public trust in the electoral process.”
Beyond ensuring security, the agreement also highlights the unity of Filipinos—regardless of religious or cultural backgrounds—in protecting the integrity of elections and ensuring that every vote counts.
