CITY OF MALOLOS — Department of Budget and Management (DBM) Secretary Amenah F. Pangandaman addressed on Monday (June 19) the local budget officers as the guest of honor at the Budget Forum of the Association of Local Budget Officers (ALBO) in Region 3 held in the Bulacan State University E-Library Amphitheater in this city.
Governor Daniel R. Fernando welcomed the budget secretary together with the ALBO III and the local chief executives of the province.
Fernando said during the opening of the Forum, a good budget ensures that the decisions made today serve the people of today, but do not become the burden of future generations.
“Delivering on our commitment to good public service begins with our dedication to sound financial management. Governance begins with well-prepared budgets that meet the needs and challenges of governance. Hindi lamang po ito year after year, but generation to generation,” the governor said.
On her part, Sec. Pangandaman said in her message during the Forum that from Luzon to Mindanao, she is very happy that she is always part of the program of the local budget officers.
“I am happy because not only do I meet our dedicated public servants, Im also get to witness firsthand the issues and concerns on the ground,” the budget secretary said.
Pangandaman also said that this week they will going to present the Fiscal Year 2024 proposed national budget to President Bongbong Marcos Jr. and his Cabinet.
She added that this Forum comes from a very opportune time. “I trust that my colleagues from the DBM are sufficiently answering your queries and concerns about preparing your budget. “
Also, Sec. Pangandaman together with Gov. Daniel Fernando, Vice Gov. Alex Castro, DBM Usec. Goddes Hope Libiran and DBM Region 3 Director Isabel C. Taguinod and DBM Usec. Wilford Ong led a press conference for the local and national media.
After the forum, members of ALBO III will proceed to the Greenery Resort in Baliwag City for their three-day Skills Enhancement Training in preparation for the Budget Cycle for 2024 including Budget Preparation, Authorization, Review, Execution, and Accountability; and updates on Annual Investment Plan, Annual Procurement Plan, and Project Procurement Management Plan preparation of the local government units.
