Bagong yugto sa kalidad ng edukasyon sa BulSU, 3 iba pa sa pagpasa ng batas

LUNGSOD NG MALOLOS — Ang pagpasa kamakailan ng apat na batas na magpapalakas sa charter at pagpapalawak ng inaalok na kurso sa apat na unibersidad ay magbibigay daan sa bagong yugto ng kalidad na edukasyon sa ating mga pamantasan, ayon kay Senate Majority Leader Joel Villanueva.

“We are optimistic that with the revised charter of the state universities, we can improve outcomes and advance educational opportunities for our learners,” sabi ni Villanueva, isa sa mga commissioner ng EDCOM 2.

“We thank President Bongbong Marcos for signing these measures that will uplift the quality of education in the country and bring it in line with global standards,” dagdag niya.

Ang apat na mga bagong nilagdaang batas ay ang Republic Act (RA) 11980 o Revised Bulacan State University (BulSU) Charter; RA 11978 o Don Mariano Marcos Memorial State University-South La Union Campus-College of Medicine; RA 11977 o Establishment of the Pampanga State Agricultural University (PSAU) – Floridablanca Campus; at RA 11979 na nagtataguyod sa Polytechnic University of the Philippines (PUP) sa Parañaque City bilang isang regular campus.

Pinasalamatan ni Villanueva, co-sponsor ng RAs 11978 at 11980, si Higher, Technical and Vocational Education Committee Chairperson Senador Chiz Escudero na nanguna sa pagpasa ng naturang mga panukala sa Senado.

Ayon sa batas, papalawigin ng BulSU ang kanilang curricular offerings, bubuo ng MGA programa para palakasin ang kanilang kakayahan at iangat ang kahusayan ng kanilang MGA constituent units.

Ang bagong BulSU charter ay nagpapalawak din ng komposisyon at kapangyarihan ng school governing board para tumugon sa pagbabago ng pangangailangan ng academic landscape.

Pangunahing iaalok ng BulSU ang undergraduate at graduate courses, advanced professional at technical instruction and training, accountancy, commerce, business and public administration, agriculture, education, fisheries, forestry, engineering and technology, arts and sciences, law, medicine at allied medicine.

Kabilang rin ang mga kursong architecture, archeology, hotel and tourism, aeronautics, artificial intelligence, robotics, public administration, at iba pang related fields ng pag-aaral na sa tingin ng Board ay kailangan para sa matupad ng kanilang layunin at iyong tutugon sa human resource development needs ng Bulacan Province at ng Central Luzon Region.

Sa ilalim ng bagong BulSU charter, ang unibersidad ay maaaring magbukas ng bagong sangay o extension campus na may kasunduan sa iba pang eskuwelahan para maging accessible ang kalidad na edukasyon.

Maari rin itong pumasok sa joint venture sa mga negosyo at industriya para sa pag-develop ng economic asset. Ang malilikom ng pakikipagsosyong ito ay gagamitin sa pagpapahusay at pagpapalakas ng BulSU.

Bilang Principal Sponsor at Author ng Doktor Para sa Bayan Act, pinuri rin ni Villanueva ang paglagda ng RA 11978 na magtatag ng dagdag ng school of medicine sa Ilocos Region.

Bubuuin ito ng basic science and clinical courses, at i-ba-base sa isang learner-centered, competency-based, at community-oriented approach, na may layuning mag-develop “corps of professional physicians to strengthen the healthcare system of the country.”

Ang RA 11977 na nagtatatag ng Pampanga State Agricultural University-Floridablanca Campus ay mag-aalok ng short-term, technical-vocational, undergraduate, at graduate courses sa bahagi ng competency at specialization na tutugon sa human resource development needs sa Pampanga at Central Luzon.

Mandato naman ng RA 11979 ang PUP-Parañaque na mag-alok ng short-term, technical-vocational, undergraduate, at graduate courses.

“We hope that by strengthening these state universities, we can equip our graduates with the right tools and build their confidence to face the world of work, secure employment, and prepare them for lifelong learning,” sabi ni Villanueva. (UnliNews Online)
