Red tape is still rampant in bureaucracy

WHY does red tape still exist in the government when almost all government offices whether national or local are already in the computerization system. We are in the digital age but the slow work in bureaucracy (usad-pagong) performed by unscrupulous government officials and employees is still there.

Just like the process of titling the purchased land. For example, I bought half an acre of land and the payment has already been made. The seller of the land and me (buyer) has signed the deed of sale, the buyer’s problem does not end there. Only the seller is happy even if it is said that he will cover the cost of the capital gain tax at the BIR. After processing the documents on the land purchased at the Bureau of Internal Revenue, the buyer will go to the Registered of Deeds office to process also the property he purchased transferred to his name.

We don’t know why it takes so long to process the paperwork at the RDO and why they can’t facilitate the transfer of the land title easily. We are in a digital age, so the system should be improved and accelerated, especially in the field of information technology. Everyone knows that land titling is really complicated and that’s what we don’t understand.
Many government offices use quick response code (QRC) and in this way cashless transactions can be used but this method is only part of the digitalization system.

Also there at the Land Transportation Office. It is not easy for the agency to issue the plate number of any motor vehicle. Why is there a backlog in issuing motor vehicle number plates? When you buy a branded motorcycle in a motor vehicle shop, you have been using the brand new motorcycle for a long time and a plate number is not immediately issued by the motocycle store which also relies on LTO. Where is the problem in the motor vehicle plate number in the factory or in the LTO system?

That’s not all. This Philippine Identification System. Many Filipino citizens still do not have their PhilSys ID since they applied for the national ID system, they have been waiting for several years but until now no IDs have come to them. A national ID applicant said, “I filled out the form in 2022 to have a national ID but until now, I’m still waiting?” Why?

The red tape is the severe problem in the bureaucracy not only in the national government offices but also in the local government offices. Corrupt employees take advantage of the issuance of building and electrical permits, red tape exists in the local government. Corrupt government employees can see the small problems of the applicants so in that matter it happens under the table transaction. (UnliNews Online)
